PlansCommunity and Economic Development Department OverviewThe Community and Economic Development Department oversees the City’s growth and development in a way that enhances the City’s economic prosperity and provides services for building and safety inspection, business licensing, code compliance, and processes building applications. Staff coordinates closely with developers, citizens, and other divisions and agencies when reviewing and approving projects and other submittals.

Our mission is to implement the City’s Vision: “To support high-quality responsible growth that is sensitive to the City’s unique history, character, and environment while inviting new development and directed change. Any future changes should contribute to the growth and redevelopment of a community that is primarily residential, culturally diverse, economically viable, and environmentally sustainable. Future changes should also enhance the walkability within the community, and foster a high quality of life for all its citizens.”

The Divisions of the Department include Building and Safety, Business Licensing, Code Enforcement, and Planning and Zoning. Learn about each below.

Building and Safety Division

The Building and Safety Division is responsible for reviewing plans, issuing building permits, and conducting field inspections of buildings to ensure compliance with local and state-mandated regulations related to building construction, maintenance, and rehabilitation.

Business Licensing Division 

The Business Licensing Division issues business licenses, including special licenses such as alcoholic beverage, home occupation, special/single event, solicitor's, and temporary business licenses. It also manages renewals and processes business licensing fees.

Code Enforcement Division

The Code Enforcement Division is responsible for achieving code compliance to improve neighborhoods, maintain property values, comply with zoning laws, and enforce business licenses and sign ordinances.

Planning and Zoning Division

The Planning and Zoning Division is responsible for applying the City’s ordinances and regulations to subdivisions, commercial site plans, conditional use permits and other similar application types, as well as processing applications for zone changes, variances, and special exceptions.
