Holladay City Privacy Policy 

Purpose
The Holladay City ("City") website, HolladayUT.gov, is designed to encourage user participation in City government, to deliver electronic services to the public, and to help create a better Holladay for all. Toward that end, the City recognizes the importance of protecting the privacy of this website's users; the purpose of this policy is to inform users of HolladayUT.gov (“Website”) regarding the collection and use of personally identifiable information.

Definition of Personally Identifiable Information
For the purposes of this policy “personally identifiable information” means any information relating to an identified or identifiable individual who is the subject of the information.

Collection of Personally Identifiable Information
Although not required to provide personal information to visit this Website, users may voluntarily provide specific information through an application, online form, sign-up form, survey, etc…including, but not limited to, name, email address, physical/mailing address, and phone number. Often, this information is required if the user would like to access a specific service or to participate in a specific program or event. Holladay City uses several third-party platforms, where this information may be stored (e.g., Mailchimp when a user signs up for an email blast or Revise which provides online forms and applications), in order to provide various services. Your personally identifiable information will only be used by the City, its entities, and third-party agents with whom it has contracted to perform a City function or service.  Information is stored only in forms or custom applications for a reasonable time and then deleted.

The City is subject to certain disclosure requirements of the public records it maintains under the Utah “Government Records Access and Management Act” (GRAMA). The City may also be subject to other sections of the Utah Code and other federal laws that control confidentiality issues. However, personal identifiable information is not classified as a “record” and is routinely redacted from any public records requests to which the City responds.

Protection of Personally Identifiable Information
Unless a particular page on this website indicates that encryption technology is being used, the user should not assume that information uploaded through that Web page to the City of Holladay Web server will be treated as confidential. If a user submits information to the server through a page containing visible indicators of active encryption technology, the City will take all reasonable precautions to safeguard the confidentiality of such information to the extent permitted by law. Nevertheless, the City shall not be liable for any injury caused by the disclosure of that information, whether caused by security breach, accident, inadvertence, or any other act resulting in disclosure.

By submitting personally identifiable information you understand that the City, its entities, or its third-party agents may use information like your email address to send you emergency information or other important notices. Your information is also used as needed to provide services you have requested. The City, however, does not disclose, sell, trade, or rent your personally identifiable information to outside parties.

Holladay City reserves the right to communicate with all individuals who voluntarily provide their information on the city website or mobile app. This includes communicating via email, text message, phone call, and standard mail for any reason.

Collection of Other Information
Like most sites you visit, this Website may automatically collect standard statistical information. This information includes data like

  • The Fully Qualified Domain Name ("Domain Name") of your Internet Service Provider ("ISP") and/or your computer, if your computer has a Domain Name specifically assigned to it;
  • Your IP Address (the number that is automatically assigned to your computer whenever you are surfing the Web) from which you access our Website;
  • Your Browser Type (for example, Internet Explorer, Google Chrome, Mozilla Firefox, Opera);
  • Your Operating System you use to access our site (for example, Windows XP, Windows 2000, Macintosh OS, Linux);
  • The Date and Time you accessed our Website;
  • The Pages you visited; and
  • The Uniform Resource Locator ("URL") of the page from which you started (for example, google.com) that linked you to our website, if you did not access our page by typing in our URL.

 

The information is used by Holladay City to improve web content, services and accessibility. None of the information collected identifies users individually, giving users an important level of privacy. Information may be subject to disclosure by applicable city, state or federal law. We do not use the information that is collected for marketing or commercial purposes nor do we distribute it in any way.

 Use of Constituent E-mail Addresses
E-mail addresses obtained as a result of a request to the city site will not be sold or given to other private companies for marketing purposes. The information collected is subject to the access and confidentiality provisions of GRAMA, other applicable sections of the Utah Code and/or federal law. E-mail or other information requests sent to the city website may be maintained to respond to the request, forward that request to the appropriate agency, communicate updates to the city page that may be of interest to citizens, or provide the city web designer with valuable customer feedback to assist in improving the site. Individuals will be provided with the ability to cancel any communications regarding new service updates at any time.

Data Security and Quality
The City is committed to data security and the data quality of personally identifiable information that is either available from or collected by governmental websites and has taken reasonable precautions to protect personally identifiable information from loss, misuse or alteration.

Cookies
The use of cookies or similar technology is an industry standard.

A cookie is a small data file that certain websites write to your hard drive when you visit them. A cookie file can contain information such as a session ID that the site uses to track the pages you have visited. A cookie cannot read data off your hard disk or read cookie files created by other sites. The only personal information a cookie can contain is information that you supply.

Some parts of the City's website use cookies to track user sessions. We do this to determine if an individual has left the site and needs to log in again. The passive cookies used on this site do not remember you each time you visit the site.

Non-City Websites
This Website may include links to other City, government, and private-sector websites. Some content on portions of this website resides on servers run by non-Holladayut.gov parties. The non-holladayut.gov parties have direct control of what information is automatically gathered, whether cookies are used, and how voluntarily provided information is used, and thus we cannot represent that they abide by this privacy policy. Many of these sites, including private sector sites, are not subject to GRAMA and may also not be subject to other sections of the Utah Code or federal law. You are advised to read the privacy policy of these other websites before providing any personally identifiable information.
